afternoon highlight (20/07/12/128/602) Women needed on boards and research shows mix teams are more innovative, effective

Women needed on boards and research shows mix teams are more innovative, effective
I HAVE been following the Barclays scandal in the United Kingdom and the Parliamentary cross examination of Bob Diamond, the ex-CEO, and Marcus Agius, the chairman. What is crystal clear is the MPs (members of parliament) are challenging both men for their failure to ensure the right “Tone at the Top” and the right culture throughout the organisation or to put it another way, they are being asked to account for the apparent lack of righteousness in Barclays “on their watch.”
What struck me was the best questions were asked by a lady MP: precise, detailed and to the point. They also were the ones that exposed most clearly problems of process not just in Barclays but perhaps also in the regulators. The other fact to strike me as I was watching was that when she was given unsatisfactory answers, she was very polite, but did not let go; she returned to the issues she was concerned about effectively. No member of the parliamentary committee was better than her at pinning the Barclays CEO and chairman down; and at making the deputy governor of the Bank of England uncomfortable.
I cite her as an example because research from Norway suggests this is something women are particularly good at. To quote a Norwegian company chairman: “Women are more interested in getting the facts. Much more prepared; ask many more questions. Men tend to shoot from the hip.
Women on boards are also more interested in how the organisation will actually work. Think of an acquisition or a re-org to take a company more global. When women are in the discussion, they ask questions like: “Don't just show me the Powerpoint. Who are these people? What are their responsibilities?” Matrix type questions. Women tend to see the organisation as more of a living thing. Not surprisingly, that was exactly what she was doing.
Not afraid'
Research in other countries suggests women on boards are not afraid of asking so-called “silly questions” for clarification and they are not afraid to say: “I don't understand” and to say it again when the explanation given remains unsatisfactory (as was the case with the Barclays testimony). Men on the other hand seem to find it much harder to do this because of a fear of loss of face and of harming their relationships with the other board members with whom they socialise and play golf.
Again research suggests that by having women on the board who are not afraid to do this gives men the “permission” to admit they do not understand either and to then ask the awkward questions they were uncomfortable asking.
Diversity
This difference between men and women is the result of social dynamics and groupthink. As Ansgar Gabrielson, Norway's Minister of Trade said in 2001 when he made it mandatory to have 40% of the board consist of women: “I am not a feminist. I am a conservative. I am practical, rational and I want Norway to flourish. This is about shareholders rights. This change gives shareholders more choice about a key element in value creation in a company, diversity Too many boards have seven, nine, 11 people who are made in the same factory, very often with the same education, very often in the same year. They go sailing, boar hunting and fishing together. They dine in the same restaurant. They are very alike. I believe in the opposite. It is important that people think their own, different thoughts, and get to say what is needed, not what is wanted.” So he put women on boards, because they did not go sailing, hunting and fishing together.
Research findings
Finally there is the business case. Research from different sources on four different dimensions suggests companies with better gender balance do better:
● Return on equity (ROE). Companies with at least 25% women in their senior leadership team make 35% higher ROE (Catalyst Research);
● Ranking: Companies with at least 25% women in senior leadership team are consistently in the top quartile of their peer group (McKinsey);
● Innovation and effectiveness. Teams that are of exactly 50:50 male/female mix achieve substantially higher results in terms of both innovation and effectiveness (London Business School)
● Earnings: From 2000 to 2009, women-managed hedge funds earned an average of 9% while a composite Hedge Fund Research (HFR) index averaged only 6%. During the downturn of 2008, while the HFR composite dropped 19%, funds managed by women declined on average by less than 10%. (Hedge Fund Research Inc.)
So what is stopping women getting on boards? Many women choose not to go onto boards because they have to balance more responsibilities than men at work and home; or because they do not like the role models they see on boards. Many men have a vested interest in keeping women off boards after all they are going to take their places. Until we work out “what is in it for the men” who will have to give up their places to the women coming onto their boards, we will need targets and maybe even temporary quotas, because insufficient progress will have been made because of vested interests keeping women off boards. That said, it is our responsibility to ensure women who get onto boards by 2016 are at least as good as the men. Then the doubters will be silenced.

Today's Pick (20/07/12/131/825) Stable office rentals in KL

Stable office rentals in KL
KUALA LUMPUR: Rental rates for purpose-built offices in Kuala Lumpur were generally stable in the last three years, except for certain suburban and city centre areas which showed an upward trend, according to the 2011 Purpose Built Office Rent Index (PBO-RI) for Federal Territory of Kuala Lumpur.
“Looking at the data... the market is still good,” National Property Information Centre (Napic) director Dr Zailan Mohd Isa said at a pre-launch briefing of the 2011 PBO-RI which will be launched today.
The rent index has four regions, namely Kuala Lumpur City Centre-Golden Triangle (KLCC-GT), Centre Business District (CBD), within city centre (WCC) and suburban.
According to the rent index, average monthly rentals for purpose-built offices in the WCC region had increased gradually from RM2.92 per sq ft in the first quarter of 2009 to RM3.46 per sq ft in the fourth quarter of 2011.
This meant that average monthly office rentals in the WCC region had increased 18.5% over a three-year period.
It was also noted that average monthly office rentals in the suburban region had appreciated by 13.2% over a three-year period, rising from RM3.10 per sq ft in the first quarter of 2009 to RM3.51 per sq ft in the fourth quarter of 2011.
The suburban region includes Bangsar, Bukit Kiara, Damansara Heights, Jalan Pantai Baru, Jalan Istana and Jalan Syed Putra.
“Companies may be relocating to the suburban areas,” said Zailan.
Meanwhile, although the KLCC-GT region is the most sought after location in the city, average monthly office rentals were stable (a slight rise from RM4.60 per sq ft in the first quarter of 2009 to RM4.66 per sq ft in the fourth quarter of 2011).
However, the CBD region suffered a drop in average monthly office rentals, from RM3.46 per sq ft in the first quarter of 2009 to RM3.27 per sq ft in the fourth quarter of 2011.
For the entire Kuala Lumpur region under review, average monthly office rentals had increased sightly over a three-year period, from RM3.91 per sq ft in the first quarter of 2009 to RM4.04 per sq ft in the fourth quarter of 2011.
The rent index, which will be produced on a quarterly basis, is developed by Valuation and Property Services Department (JPPH), with assistance from Universiti Teknologi Mara (UiTM) and University of Malaya.
Zailan said it was the first rent index of its kind in the Asean region.
“It is based on data from actual rental agreements, and not asking rates.”
The rent index defines purpose-built offices as buildings with office use of not less than 75% of net lettable area, and has compiled rental data from 6,831 tenancy leases from 167 buildings.
Zailan said the rent index’s aim was to provide a guide on current market rentals for investors, and a benchmark for the financial stability of the country.
“We also want to attract multinational corporations to set up regional headquarters in Kuala Lumpur,” she said.
Zailan also said the PBO-RI would be expanded eventually to cover all the major cities and towns in Selangor, followed by Penang and Johor.
“Getting data is the most dificult part. We urge all property managers and owners to co-operate with us in providing data.”

afternoon highlight (19/07/12/127/601) Malaysia's new car sales up 2pc in first half

Malaysia's new car sales up 2pc in first half
KUALA LUMPUR: Malaysia's new car sales reached 303,100 units in the first half of this year, up almost two per cent from 297,200 units sold in the same period last year.

Perusahaan Otomobil Kedua Sdn Bhd (Perodua) managing director Datuk Aminar Rashid Salleh estimates the total industry volume to hit between 612,000 units to 615,000 units this year.

The Malaysian Automotive Association had forecast car sales of 615,000 units this year over the 599,877 units recorded last year.

At a briefing on its first-half performance, Perodua revealed that it had sold more cars than any other carmaker up to June this year.

Perodua sold 92,900 cars in the first two quarters of this year compared with Proton (72,800 units), Toyota (51,600 units), Honda (11,100 units) and Nissan (16,600 units).

Aminar said with the improved sales, Perodua holds a 30.7 per cent market share in the industry.

In the same period last year, Proton was the market leader when it sold 85,200 units compared to Perodua's 79,500 units.

In the passenger car segment, Perodua MyVi knocked off Proton's Saga model and now leads the industry volume with 44,600 units sold in the first six months of this year.

During the same period, Proton sold 33,500 units of the Saga model followed by Perodua's Viva (28,200), Proton's Persona (17,100) and Toyota's Vios (16,700).

In the multi-purpose vehicle segment, Perodua is the market leader, thanks to its Alza model that sold 20,100 units up to June this year, followed by Proton's Exora model with 12,800 units.

Today's Pick (19/07/12/130/824) Perodua on track to meet sales target

Perodua on track to meet sales target

PERUSAHAAN Otomobil Kedua Sdn Bhd (Perodua) is maintaining its 188,000 units sales target this year after sales climbed 17 per cent in the first half of 2012.

Managing director Datuk Aminar Rashid Salleh said the company sold 93,000 units in the first six months of this year compared with nearly 80,000 units in 2011.

"This represents 31 per cent of the estimated 303,100 total industry volume for the first half of 2012," he told reporters at a briefing here yesterday.

However, he stressed that the sales numbers in 2011 are not a true comparison as the entire automotive industry was impacted by the lack of parts from Japan due to the disasters that hit the country in March last year.

In June this year, sales jumped a whopping 84.3 per cent to 16,400 units from 8,900 units in the same month last year as vehicle stocks in June 2011 were badly depleted due to parts shortage from Japan.

However, sales rose marginally by 0.6 per cent from 16,300 units in June 2010 as Perodua works to address the impact of the lending guidelines
.

"That being said, we are confident that we are able to meet our sales target of 188,000 units this year," Aminar said.

He noted that since the new guidelines were introduced, the number of rejection increased to 27 per cent in January 2012 compared with only 20 per cent in December 2011.

However, the rejection rate for June has eased to 24 per cent.

Aminar said that Perodua plans to double its exports sales to 20,000 by 2015 from 10,000 estimated this year.

In the first six months of this year, Perodua exported 5,134 units compared with 2,195 units in the same period last year.

During the period, exports to Indonesia soared by 776 per cent to 2,383 units due to the introduction of the Sirion (also known as Myvi here) in July last year.

Aminar acknowledged that Perodua's exports are still making losses on a per unit basis but he said it is improving.

At the same event, Perodua launched the New Alza Advanced Version, which will replace the Alza Advanced Version as part of Perodua's strategy to increase its holding on MPV market.

It plans to sell between 350 and 400 units a month of the new variant that comes with a built-in touch screen multimedia system with navigation as well as TM WiFi hotspot locator

afternoon highlight (18/07/12/126/600) Survey: Consumer confidence up in Q2

Survey: Consumer confidence up in Q2
KUALA LUMPUR: An online survey by Nielsen shows consumer confidence in Malaysia rose four points to an index of 111 in the second quarter.
It also shows that the country advanced to fifth place from seventh among the 56 countries surveyed in terms of confidence level, after Indonesia (120), India (119), the Philippines (116) and Saudi Arabia (115).
The survey of consumer confidence and spending intentions had been conducted in May and polled about 28,000 online consumers in 56 countries throughout Asia-Pacific, Europe, Latin America, the Middle East, Africa and North America.
“Several developments have prompted an upbeat attitude among Malaysians,” said Nielsen Malaysia managing director Richard Hall in a statement.
“Inflation grew at a slower pace since February, the ringgit outperformed Asian currencies in the first four months of the year, corporate earnings showed a favorable outlook for 2012 and manufacturing output picked up pace in February, March and April.”
Nielsen said despite the optimism shown in several indicators, the movement of the fast-moving consumer goods showed a slowdown year-on-year in the last three months.
It said although May sales grew 2.8% month-on-month, with 67 categories reporting growth, sales were stagnant in May 2012 compared with May 2011.
“The trends actually indicate that optimism does not necessarily translate into spending, as Malaysians are among the highest savers in world.
“The survey shows that almost three out of five (59%) online respondents actually saved their spare cash. Consumers are holding back spending and deferring purchasing plans amid uncertainties with their ‘wait-and-see’ attitude,” said Hall.
Nielsen noted that there was evidence of consumers holding back their expenses by controlling household budgets after paying off essential living expenses.
“There are 10 online respondents who actually claimed that they would still continue to cut down on out-of-home entertainment to manage their budget even in the event that economic conditions improved,” it said.
The survey also showed that the state of the economy remains the biggest concern for consumers surveyed.

afternoon highlight (17/07/12/125/599) GST on hold for better understanding

GST on hold for better understanding
The government is currently engaging with all quarters to provide more in-depth knowledge on the proposed goods and service tax (GST), says Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah.

He said the authorities, through many initiatives, were in the consultation phase of the new tax involving the Malaysian public, business community and the private sector.

"We want everybody to be familiar with it. Once everybody is okay, only then will we implement it.

"Even though engaging is not that easy as far as the associations are concerned, based on the engagement so far, the response is favourable," he told reporters after launching the National Tax Conference 2012.

The GST Bill was tabled in Parliament for first reading in December 2009 but its second reading, originally planned for March 2010, was postponed.

It was originally expected to have been implemented by the middle of last year and to replace the sales and service tax.

Asked when the second reading of the Bill would be tabled for federal lawmakers to debate, Ahmad Husni said: "We have not yet made the decision. We want everybody to understand it first."

In a related development, Chartered Tax Institute of Malaysia President, S.M. Thanneermalai said it would be good for the government to consume more time to implement a big taxation system like the GST.

He said the time consumed would assist the authorities give better understanding of the GST taxation mechanism and structure to all related stakeholders.

"The government is very concerned of the people's sentiment towards the GST. That is something very important as miscommunication can further deter the implementation of the tax system.

"We are among several countries that does not have GST but that does not mean that we have to rush. Sufficient time will make sure of smooth implementation," he said on the sidelines of the two-day conference.

Today's Pick (18/07/12/129/823) Malaysia economy to grow 4.2pc: MIER

Malaysia economy to grow 4.2pc: MIER
Malaysia’s domestic consumption and government spending will support growth as overseas demand eases, the Malaysian Institute of Economic Research said, adding pressure on Prime Minister Datuk Seri Najib Razak to bolster the economy as the global recovery falters.

Southeast Asia’s third-largest economy will grow 4.2 percent this year and 4.7 percent in 2013, the institute said in a statement in Kuala Lumpur today. Its estimate for 2012 was unchanged from a previous forecast. Malaysia must have economic growth of 5 percent to 6 percent annually to avoid facing “many problems,” Najib said in a speech today.

Growth in Malaysia is supported by Najib’s record spending ahead of a general election that must be called by early 2013. He has raised civil servant salaries and pensions, waived school fees and increased handouts for the poor under a RM232.8 billion (US$74 billion) budget this year and the government proposed last month to expand the annual allocation by RM13.4 billion.

“Going forward, domestic demand is expected to remain the main economic growth driver given the negative external developments, with private and government consumption continuing as key economic growth drivers,” the institute said in its statement.
Asian policy makers have cut interest rates or signaled they have scope to add monetary and fiscal stimulus to bolster their economies as Europe’s debt crisis curbs demand for goods. afternoon highlight (16/07/12/124/598) Call for SME Masterplan custodian

Call for SME Masterplan custodian
NSDC says single agency should ensure implementation and track progress of the plan
PETALING JAYA: The National SME Development Council (NSDC) has called for a single agency to be the custodian of the SME Masterplan.
The NSDC said the agency should be accountable for ensuring the implementation of the plan and tracking the progress of the master plan's objectives.
“The role of SME Corp Malaysia has to be further strengthened, empowered and elevated to take on the lead role to implement the master plan,” it said, noting that “this may require some organisational restructuring and changes to the co-ordination mechanism to allow greater empowerment for the agency to function effectively in executing the plan.”
NSDC said SME Corp would need to be given sufficient authority and resources and have a more active role in the budgetary decision on SME development. Among the measures SME Corp should take is reviewing existing programmes with the ministries and agencies to rationalise those that overlap and remove those that have no significant impact.
It said SME Corp had to put in place a world-class monitoring and evaluation system where “evaluations would require accurate and credible firm level data which entails working together with the ministries and agencies to collate the necessary information from programme recipients”.
The council said SME Corp would be engaging the private sector to participate in the master plan, especially in the six high impact programmes through public-private partnerships.
“The role of industry associations, chambers and non-governmental organisations will be further enhanced in assisting in reaching out the programmes to more SMEs in the country, and in capacity building at the district, state and national levels,” it said.
A risk mitigation plan was among NSDC's recommendation, too, as the global economy will likely remain uncertain with volatility in the financial markets posing external risks to Malaysia's growth momentum.
As for internal risks, the council said that comprised policy changes on the macroeconomic front and issues associated with the implementation and operation processes of the master plan itself.
“This may include risks from resource constraints due to escalation in costs, delays in execution, lack of authority of the coordination agency in driving the policies and programmes, and challenges faced in coordination and alignment of the policies and programmes,” it said.

PHB buys office, retail buildings and carparks

KUALA LUMPUR: Pelaburan Hartanah Bhd (PHB) has acquired three office buildings, two retail buildings and two levels of basement carparks in Peremba Square, Shah Alam, increasing the total value of its assets to about RM1.5bil.
PHB said in a statement yesterday that it had entered into a sale and purchase agreement (SPA) with Axaregal Sdn Bhd for the acquisition of assets in Peremba Square.
PHB said the office blocks were currently 90% occupied by local and international companies. At the time of the acquisition, Block D of Peremba Square was already under PHB’s list of properties. The agreement signed would see PHB owning 86% of Peremba Square (Block A, B, D, E, F and G). Meanwhile, Block C of Peremba Square is owned by another entity.
“The acquisition of Peremba Square is part of PHB’s ongoing activity to seek strategic real estate investments,” managing director and CEO Datuk Kamalul Arifin Othman said in the statement.
“We recognise the value that the property has to offer to PHB as a whole and to our Amanah Hartanah Bumiputera (AHB) Fund specifically.
“We believe that it will be an important and valuable asset that will provide continuous and stable rental income that will benefit our investors,” he said.
Kamalul said that with the latest addition (of assets), PHB’s total value of completed assets was beefed up to about RM1.5bil.
PHB is a subsidiary of Yayasan Amanah Hartanah Bumiputera, formed under Budget 2006 with an initial capital of RM2bil to promote bumiputra ownership of prime real estate.
To date, PHB’s ownership of other completed properties include Menara Bumiputra-Commerce in Jalan Raja Laut, CP Tower in Petaling Jaya, Wisma Consplant in Subang Jaya, Block D in Peremba Square, Tesco Setia Alam, Menara Prisma in Putrajaya, Logistics Warehouse in Shah Alam and DEMC Specialist Hospital.
Additionally, PHB also has two projects that are currently under development – a new 10-storey healthcare facility in Gleneagles Hospital Kuala Lumpur and an integrated commercial development known as Lot G in KL Sentral, consisting a seven-storey “green” lifestyle retail mall called Nu Sentral and a 27-storey office tower.

Intra-Asean trade can help ease food woes, says Mukhriz
KUALA LUMPUR: Expansion of intra-Asean trade, especially in food sector, will address the region's food security issues, Deputy International Trade and Industry Minister Datuk Mukhriz Mahathir said.

He said trade among Asean countries is low at US$2.88 billion (RM9.2 billion) as most member countries focus only on traditional markets.

"Low intra-Asean trade will bring about food security issues and there is therefore, the need for bigger production and supply of halal food within Asean countries," Mukhriz said.

Speaking to reporters after closing the ninth Asean working group on halal food meeting here yesterday, he said Asean countries need to explore the vast potential in the global halal food industry.

"This is not only to cater for the Muslim market, but also the non-Muslim market as halal standards don't just stand for compliance to syariah principles but also include the cleanliness, health benefits and purity of the food," Mukhriz added.

The global halal industry is a large and growing market worth an estimated US$693 billion (RM2.2 trillion) a year.

He noted that the supply side of halal production is much lower than market demand.

Mukhriz also said last year, Malaysia's performance in the exports of halal products by halal certified companies had recorded an estimated value of US$11.8 billion (RM37.6 billion).

Exports by these companies contributed 5.1 per cent to the country's overall export of US$231.5 billion (RM740 billion). Among the major items exported include halal ingredients valued at US$4.1 billion (RM13 billion), which comprised food and non-food ingredients such as fats, additives, salts, emulsifiers and colorings.

The major export destinations include China, the US, Singapore, the Netherlands and Japan.

Govt unveils ‘game changer’ plan for SMEs

PUTRAJAYA: Datuk Seri Najib Tun Razak has launched the SME Masterplan (2012-2020), describing it as a “game changer” to take the small and medium enterprises to a higher level.
The 127-page document themed “Catalysing Growth and Income” has four main objectives to achieve by 2020.
It targets to increase new businesses by 6% per year and to expand the number of high growth and innovative firms by 10% per year.
The other two objectives are to raise labour productivity from RM47,000 (2010) to RM91,000 and to intensify formalisation of businesses.
“It is not something that is cast in stone but a plan that is dynamic and flexible, which will adapt to changes to achieve optimum results and encourage growth and investments of the SME in the economy.
The Masterplan also aims to expand SME’s share in national employment and exports to 62% and 25% from the current 59% and 19%,” Najib said when launching the masterplan at Perdana Putra here yesterday.
To execute the eight-year plan, the role of the SME Corporation as the central coordinating agency will be reinforced and strengthened, Najib said.

Indonesia Accepts Jakim Halal Certification – Mustapa
JAKARTA, July 10 (Bernama) -- The Indonesian government has accepted the halal logo and certificate issued by the Malaysian Islamic Development Department (Jakim), said International Trade and Industry Minister Datuk Mustapa Mohamed.
He said the development brought relief to producers of Malaysian halal products who are facing difficulties penetrating the Indonesian market due to halal certification.
He said the matter was confirmed at an informal meeting of the ministers for religious affairs of Brunei, Indonesia, Malaysia and Singapore (MABIMS) in May.
"Previously, entrepreneurs had to go through a complicated process but everything has been resolved.
"We are very thankful to the Indonesian government for allowing Jakim's halal logo and certificate to be accepted in the republic," he told Malaysian reporters here Tuesday.
The meeting paved the way for halal logos and certification by Jakim and the Indonesian Council of UlaMAS (MUI) to be accepted and used in Malaysia and Indonesia.
The recognition will give opportunities to market Malaysian halal products in Indonesia, which has the world's largest Muslim population.
Mustapa said Malaysia's total world trade volume for halal products last year was RM1.8 billion.
"This news is still new and not all Malaysian producers of halal products are aware of it. The ministry will launch various programmes to spread the news in order to encourage Malaysian entrepreneurs to export their halal products to Indonesia," he said.
Mustapa today chaired the Malaysia-Indonesia Halal Business Roundtable session organised by the Halal Industry Development Corporation (HDC).
The session, organised jointly by HDC, MUI and the Indonesian Chamber of Commerce and Industry (KADIN) was participated by 30 Malaysian and 60 Indonesian entreprenuers.
During the session, Mustapa invited the Indonesian entrepreneurs to grab opportunities to build manufacturing plants at several halal parks in Malaysia, in Melaka, Johor and Kelantan.
"We want Indonesian companies to build their plants in halal parks provided in our country, and help to promote their products in Asean countries as well as all over the world," he said.

RM600m to help Bumis undertake infra projects
PUTRAJAYA: The government has allocated RM600 million for a facilitation fund to help Bumiputera companies implement infrastructure projects costing a minimum of RM5 million, with a maximum funding of 15 per cent of the overall cost of the project.

Minister in the Prime Minister Department Tan Sri Nor Mohamed Yakcop said previously, the fund is limited to projects costing a minimum of RM20 million.

"The response then was poor with only seven applications, of which four were approved.

"This is a new facility that has been approved by Prime Minister Datuk Seri Najib Razak to enable more Bumiputra companies get access to the fund," Nor Mohamed told a media briefing here yesterday.

He said the applications for the fund could be made via the five economic corridors - Iskandar Malaysia, Northern Corridor Economic Region, East Coast Economic Region, Sabah Development Corridor and Sarawak Corridor of Renewable Energy - or Bumiputera Agenda Coordinating Unit (Teraju).

Nor Mohamed said each applicant would be scrutinise carefully and a decision would be made within a month.

He said prior to this, the government had decided to allocate RM20 billion under the 10th Malaysia Plan as facilitation fund under Public-Private Sector Partnership Unit (Ukas) to help private sector companies undertake projects with a minimum cost of RM100 million and a maximum funding of 10 per cent of the cost of the project.

"Of the total, RM2 billion is allocated for Bumiputeras under Teraju, with the flexibility that the minimum cost of the project is RM20 million and the maximum funding would be 15 per cent of the total cost," he said.

Earlier, Nor Mohamed witnessed the signing of the agreement between Ukas and Plaza Merdeka Holdings Sdn Bhd for the RM30.69 million funding to build a shopping centre at Hotal Plaza Merdeka in Kuching, Sarawak.

Another agreement was signed with Tasja Development Sdn Bhd for RM57.5 million fund to build a hi-technology park in Kuantan, Pahang.

To date, total funding that has been approved, including the two projects signed yesterday, amounted to RM5.1 billion, he said.

"The fund is still processing the applications for RM4.7 billion funding," he said. Bernama

Master plan sets clear direction for SMEs
KUALA LUMPUR: The SME Masterplan 2012-2020 to be unveiled on Thursday will define what direction small and medium enterprises (SMEs) should take in the next eight years, says Deputy International Trade and Industry Minister Datuk Mukhriz Mahathir.

The master plan is to ensure SMEs contribute 41 per cent to the country's gross domestic product from the current 32 per cent.

"The master plan will clearly define where we want to be in the next eight years. Once we have that kind of direction, SMEs can know what to expect," he said.

Mukhriz said through the master plan, the government hopes to facilitate the development of SMEs in all aspects including funding, capacity-building and logistical support.
"This aim is to enable them to grow from small successful local entities to become regional and global players," he said.

Speaking to reporters after the official launch of the SME Recognition Award 2012 here yesterday, Mukhriz said SMEs are important as it is the largest contributor for employment, wealth creation and exports.

The SME Recognition Award is a custom-made award to honour SMEs in Malaysia based on their competitive strength.

Organised by the Small & Medium Industries (SMI) Association of Malaysia, the SME Recognition Award is on its 11th year where this year it will select 88 winners from 16 different categories.

The assessments are based on corporate ambitions, uniqueness, financial performance, efficient implementation and social contributions.

"I understand that this year, public voting will be done for the first time to choose the winner," Mukhriz added.

Today's Pick (09/07/12/123/817) Sirim plans to take stake in companies

Sirim plans to take stake in companies
SHAH ALAM: Starting from next year, Sirim Bhd will embark on a new arrangement where it will take up a stake in the companies that are willing to buy its technologies meant for commercialisation.

Sirim's newly-appointed president and chief executive, Dr Zainal Abidin Mohd Yusof, said this arrangement would enable the entrepreneurs to market their products better as they now have the technology partner on board as a director.

"We will definitely take a stake in the company and place one of our staff there as director just so that we are in the know about the company's plans in marketing our technologies. Through this new arrangement, we won't be charging an upfront fee anymore," he told Business Times in an interview here recently.

He added that Sirim is already in talks with several companies to start such an arrangement next year, once the strategic plan for Sirim's group of companies kicks off from January 2013 till end of 2017.
However, he said Sirim has not decided on the size of the stake that it plans to take in these companies.

Zainal also said although Sirim is aware of the risk involved with this kind of participation, it is still willing to give it a shot because it feels that with Sirim as a partner, the companies could sell their technology better.

"We can steer them in the right direction so that our technologies upon commercialisation remains a success. We have had so many instances when we have sold our technologies to private companies and they failed to bring them to where they should be," he added.

Zainal said Sirim would go into these companies with an exit plan and only exit them when the time was right.

"We won't be charging them for the technologies anymore," he added.

He also said that Sirim would be specifically focused on three areas - energy and environment, machinery and equipment and medical devices.

"We used to have a lot of other sectors last time but we have decided to focus on these three sectors now because we don't want to overlap with other agencies," he said.

On the company's target income for this year, Zainal said it hoped to achieve revenue of RM405.12 million.

"We are the only company under the government who has been paying dividends for the past 18 years," added Zainal.

Sirim, a wholly-owned company under the Ministry of Finance, is a premier research and technology organisation providing timely and focused research on technologies across many science disciplines.

It has over 2,000 staff, including 183 researchers and 34 engineers.

Langkah TERAJU, SME Bank lancar skim Pembiayaan TeraS

Today’s Pick (06/07/12/122/816) Bank Negara keeps key interest rate at 3pc

Bank Negara keeps key interest rate at 3pc
KUALA LUMPUR: Bank Negara Malaysia left borrowing costs unchanged yesterday, leaving the Overnight Policy Rate (OPR), the key benchmark interest rate, at 3.00 per cent.

"There continues to be considerable uncertainties in the global economic and financial environment," the central bank's monetary policy committee concluded yesterday.

A Business Times poll of research houses across Malaysia and Singapore expected the decision to stay pat and they also expect the level to remain unchanged till year-end.

Diagnosing the domestic front, the central bank said recent data and surveys of business conditions suggest that consumption and investment activity remains resilient.

It expects domestic demand to continue to be the anchor of growth for the economy, with strong investment activities mainly led by domestic-oriented industries, the oil and gas sector and steady progress in the construction of infrastructure projects.

Household spending continues to be supported by stable employment conditions and income growth.

Bank Negara also expects headline inflation to remain moderate for the rest of the year.

"With some excess capacity in the economy, the strength of domestic demand is not expected to result in inflationary conditions,"it added.

It warned, however, that upside risks to inflation could emerge should disruptions to global supply result in higher global prices for these commodities.

Its decision to maintain the OPR will mark the seventh consecutive meeting where it has left it at the same level. The last change was in more than a year ago (May 2011).

CIMB Investment Bank chief economist Lee Heng Guie anticipates the central bank to stand pat on interest rates until year-end.

"Its policy statement was certainly dovish, suggesting no hurry to change its monetary course unless domestic conditions turn ugly."

On the external front, Bank Negara said the latest data pointed to slower economic activity and more challenging growth prospects in several regions worldwide.

"Although pressures in the international financial markets have receded following the recent policy announcements to address the European crisis, a number of important policy issues remain unresolved and continue to unsettle financial markets."

afternoon highlight (05/07/12/119/593) Japanese SMEs keen to foray into global halal mart via KL

Japanese SMEs keen to foray into global halal mart via KL

KUALA LUMPUR: Small and medium Japanese companies, which have fought shy of Islamic markets in the past, are keen to make a foray into consumer products in global Islamic market via Kuala Lumpur.

With the purchasing power on the rise in Malaysia, the timing could not be better to introduce and market the latest Japanese lifestyle goods to Malaysia, says Japan External Trade Organisation (Jetro) managing director Joji Ikeshita.

The larger Japanese companies, especially those in the manufacturing sector, are familiar with the expertise in the Malaysian market, but SMEs are unfamiliar with the tastes and demands of Muslim customers.

"For most of them, it would be their first time abroad, testing the markets," he said at a media briefing yesterday.

A test shop called Good Goods Japan shop will be open at the centre court of Pavilion KL from July 23 to 29. The shop will display its products, including those for daily use.

It will be held in conjunction with Tokyo Street's first anniversary celebrations at Pavilion which include Tokyo Fashion Fiesta.

He said 40 Japanese companies will participate, offering more than 300 goods for sale, ranging from toothbrushes, yukata to cosmetics.
"They are looking for distributors to sell their products which are limited in volume."

Of the 40, 11 companies hail from the Tohoku and Ibaraki areas which have been hit and damaged by the Great East Japan Earthquake and Tsunami on March 11 last year.

"Though the areas were heavily damaged by the natural disasters, they are making a strong recovery."

Ikeshita said in the past, Japanese businesses have been focused on the manufacturing sector and now they have turned more towards the services sector.
Jetro, a government-related organisation that helps investments and trade, finally decided to introduce these businesses to the Asean market after a successful stint in China recently.

"Malaysia is the first market in the region we are bringing them into, while Thailand will be the next one in October."

He said that it had been challenging to get the Japanese SMEs to head beyond the Japanese shores and had to be educated on various aspects, including pricing of products due to duties and access to markets.

Meanwhile, Jetro will organise one-to-one business meetings with Malaysian retailers and wholesalers in Prince Hotel on July 23 and 24.
